This city's financial matters are truly in a state of emergency.」 With these words, Mayor Hara strongly tried to demonstrate to the people of Tokushima the absolute necessity of financial reform. In my manuscript, the analysis of the actual state of the financial problems and the definition of the problems which have led to their coming into existence are my objectives. There are discussions in Tokushima concerning reform and my analysis is necessarily conducted while the future course of reform is not yet decided. Documents such as recent financial data are employed.
