But in recent years, the Association has been exposed to serious problems. It has a huge deficit, in the hundreds of billions of yen, due to payments of SME, and labor costs for executives who came from local government authorities. There are four reform measures necessary to restore the Association's health; (1) restraining payments instead of SME; (2) prohibiting local bureaucrats from employing cronies; (3) establishing banking agency morals, and (4) reforming the legal structure of Association's system.
